An Update on the Grenfell Recommendations - as 1 becomes 3

In our May article, we wrote about the progress made by the Government following its acceptance of the 58 recommendations made by the Grenfell Tower Inquiry on 26 February 2025.  At that time, some three months post acceptance, the first report’s overview confirmed that 1 of the 58 recommendations had been completed with the remaining 57 in progress.

The second progress report has been published.  This time, the overview contains 61 recommendations, as it now contains all 6 recommendations that form the theme vulnerable people and phase 1 recommendations.  As before, this is the only theme that has completed recommendations – now a total of 3. 

The newly completed recommendations (being 59 and 61) relate to Personal Emergency Evacuation Plans (PEEPs) and building evacuation plans which should be implemented by the owners and managers of every high-rise residential building. The Government achieved these recommendations when the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 were laid on 4 July 2025. As promised in the first progress report, this update includes an overall timeline for implementation and delivery. This will allow observers to measure the performance of those involved in the reforms and will hopefully provide a level of accountability for the Government and other involved parties. 

Each of the recommendations now has a timeline for delivery with key milestones and when the Government expects to complete these and the recommendations. As expected, a number of recommendations have timelines covering the next 4 years – up to 2029. However, there are a number of timelines which show the Government is aiming for completion of the recommendation in either 2025 or 2026. We will hopefully therefore see significant movement in the number of recommendations completed in the third and fourth reports. We will update you in due course.
