As promised, on 17 December 2025, the Government issued its third progress report detailing the work being undertaken to complete the 61 recommendations arising from the Grenfell Tower Inquiry on 26 February 2025.
Since the issuing of the second report, in October 2025, a further five recommendations have been completed and there has been movement in all themes save for Response and Recovery.
In the theme The Construction Industry, the Government has completed:
- Recommendation 2 - A review of the definition of a higher-risk building for the purposes of the Building Safety Act – see the results here.
- Recommendation 17 – the convening of a group to produce an authoritative statement of the knowledge and skills to be expected of a competent fire engineer. The authoritative statement and a next steps paper were published on 17 December 2025. Further, the panel agreed with the Government’s intention to regulate both the title and function of fire engineers and future regulations will be introduced covering these.
- Recommendation 25 – the maintenance of a publicly accessible record of recommendations made by select committees, coroners and public inquiries together with a description of the steps taken in response. Whilst the Government does not consider legislation necessary, it will keep this under review. In any event, in July 2025, the first Public Inquiries: Recommendations and Government Response dashboards were published. These will be updated quarterly and will evolve to include all future inquiry reports (whereas they are limited to tracking the implementation of recommendations from the Phase 2 of the Grenfell Tower Inquiry, the Infected Blood, the Manchester Arena and the COVID-19 Inquiries).
For the Fire and Rescue Services, recommendation 39 has been completed. This required all fire and rescue services to establish and periodically review an agreed protocol with the statutory water undertakers in their areas to enable effective communication between them in relation to the supply of water for firefighting purposes.
In the theme Vulnerable People and Phase 1 Recommendations, in addition to the three previous completed, recommendation 58 was completed on 2 December 2025. The recommendation involved the publishing of Residential PEEPs: Guidance for Responsible Persons.
The timeline for delivery shows the Government remains on track to deliver all the recommendations with the four-year target. The next report, due in February 2026, will be the first annual report and is expected to involve both a verbal and written statement to Parliament.
